apt is freezing on "0% [Working]"
Should have just gone with my gut before posting - it was one of my external repos. In my case it was the repo for https://github.com/shiftkey/desktop but for anyone else reading I would recommend temporarily disabling all non-Pop OS sources (whether you do that via the Pop Shop/Gnome Software or through the terminal with something like sudo mkdir -p /etc/apt/sources.list.d/temp/ && sudo mv /etc/apt/sources.list.d/*.list /etc/apt/sources.list.d/temp/) and then slowly re-enabling repos one by one and running updates until you find the problematic one.

On question of savestate backups: use git (and there is how)
To switch to any of earlier states you need to know commit hash, but assuming you not familiar with git it is easier to use some kind of git GUI client, I recommend gitAhead: https://gitahead.com/

What's your favorite open source git gui (graphic user interface)?
Another thing you might want to look at is https://github.com/gitahead/gitahead. The tool is open source and looks quite promising. But because I currently avoid git as much as possible, I haven't been able to test it yet.

KDE git client
Unfortunately, the maintainerhas said he doesn't think he can maintain it anymore, and suggests the best path forward is a fork and rebrand of the project.

Github Desktop for Solus
Another suggestion would be using GitAhead: https://github.com/gitahead/gitahead/releases You can use GitAhead-2.6.3.sh to install it locally in your system.
