sanitize.css VS animate.css

I knew about :is() for a long while but rarely used it due to its specificity issues. I only learned about :where() when I happened to go digging through the source of a reset. D:

It is developed alongside normalize.css, which means every normalization is included, and every normalization and opinion are clearly marked and documented.

Use actual CSS/JS to make the effects. You can learn most of it if you search for CSS3 animations (Mozilla dev docs are a good option). You could also use a library like Animate.css
