Compile lua scripts to exe
rtc is a simple command line tool to build standalone executables from your Lua scripts. A GUI front end is available for those who are resistant to the console. rtc can be downloaded on the GitHub project homepage, and available for x86 and x64 Windows platforms. Once donwloaded, put the content of the ZIP archive on your hard disk and make sure it's available on your system PATH.

I should be uploading the code sometime this week, by the way. I'm looking for a way to bundle the code (which is written in Nelua) in a single C file, so anyone can build it without having to install all of the language and the dependencies.

You could probably write a kernel in Nelua or Luau, though I don't know of any efforts to do so.
