    You could query the CSV with JDBC Driver for csv, save thoose entries in a Object which representates a row. Save the Object in a HashSet<>. After you saved all rows in the HashSet, you do the same for the DatabaseTable with the same HashSet. The add()-Method) returns true if the Object with the exact same content is allready in there. If it returns true save the "unique"-Object into a list. This list contains all your unique-rows which are not present in the CSV.
