Breath of the Wild and Tears of the Kingdom running simultaneously at 4k and 60 FPS. The emulation scene has come so far.
RPCS3 emulates Rock Band 3 really well. There's even a great mod you can run which adds a bunch of QoL fixes: https://github.com/hmxmilohax/rock-band-3-deluxe

they haven't forgotten it just takes a while
I have been playing RB3 on RPCS3 (PS3 Emulator) for the last week, and my PC has no trouble with 4k 120hz. I was shocked to learn how much better this emulator has gotten, and we've been having a blast with it! The camera movements get a bit more shaky, but there are workarounds or you can just play without a band in the background via RB3 deluxe mod.

Rock Band 3 Deluxe on Dolphin
I've been on a rock band bender recently and I wanted to play RB3D without modding my Wii, the RB3D Github page contains instructions on downloading and playing each version (Xbox 360, & PS3) and how to play it physically and emulated but there's no instructions for Wii Homebrew or Dolphin.

I always chuckle when we reach the point in the generation where 30fps games become the norml
If you have the time, you can try to get Rock Band 3 Deluxe working on your x360, ps3, or emulation. It'll give your RB3 cool mod options, including adjustable framerate among MANY other things like forced venue/no venue, custom hyperspeed, note colors, controller-as-instrument, etc.

Remastering Red Dead Redemption on PC | Xenia Canary Settings Guide
Xenia Game Patches: https://github.com/xenia-canary/game-patches

Wish this was on PC, but it gives me another reason to play the PS3 again.
Sure, get Xenia Canary from their site (https://github.com/xenia-canary/xenia-canary), i also got the patches (https://github.com/xenia-canary/game-patches, instructions there how to install them), download the Red Dead Redemtion GOTY iso for xbox. Run Xenia, load the RDR iso and enjoy. I played it with an xbox one controller and had no issues. 1-2 occasional known bugs, but those are game related, not emulator related.

Emulation is incredible. Native 1080p with rock solid 60fps.

Disney Infinity 1.0 on RPCS3 (PS3 Emulator), with "Infinity Manager", which allows you to play the game with a virtual base and virtual characters, Co-op play is also functional.
Xenia also has game patches, which fix issues in a game or make the FPS higher, someone could make a game patch for Disney Infinity, so it can be playable in Xenia at its full extent, it would require reverse engineering skills if curious.

Any ideas on what causes this?
I recently installed Xenia Canary so I can actually have ground textures in Forza Horizon. I also installed the patch from the game_patches GitHub. All reflective surfaces are now neon.

What a time to be alive
If you have Windows you don’t actually need any guide. Just download Xenia canary from github. You can find information about patches https://github.com/xenia-canary/game-patches

Gold Edition Split-Screen?
- Wait for someone to create a Xenia Emulator game-patch / CEMU Emulator game-patch for the Xbox 360 / Wii U version of Disney Infinity 3.0 (Requires Reverse Engineering, in case anyone is interested in doing that). I know someone has reversed engineered the Wii version of Disney Infinity 1.0, but it has yet to fully release. If these patches are ever created, it would be the definitive way to play 3.0, besides the missing Toy box shared levels and online multiplayer.

Lost Odyssey running at 40 fps on SteamOS!
Get the 60fps patch here https://github.com/xenia-canary/game-patches. Follow the instructions there very closely. You need to enable the 60fps mod in the patch file. This pretty much unlocks the framerate. The game runs at 60 in very specific cases, but it mostly hovers in the 40s. That's why locking it to 40Hz/40fps is ideal. It runs great!
