The key to doing migrations on the request is having the migrations live in single classes/files. It makes it very clean to have the app migrate from version 3 to version 12 with the 9 or so classes handing the response from one to the other.

I made a package a few years ago in PHP/Laravel that focuses on this: https://github.com/tomschlick/request-migrations

If you really know what you are doing and everything goes as planned, Classified sites can be a boon. Its ultimately a user generated content, and it scales automatically. I would suggest you to go with the non-WordPress based solutions, there are many opensource solutions available which you can use for free, like https://osclass-classifieds.com/ which looks similar to WordPress on back-end side and https://github.com/openclassify/openclassify which is laravel based. There are many more options that you can choose from.
