How do I safely DCA into ETH? (newbie)

Automatic billing
All transactions must be initiated by an end-user (non-contract) address. You can incentivise users to trigger functions at specific times, but that's not a guarantee. Perhaps take a look at Superfluid (https://www.superfluid.finance/) or Sablier (https://sablier.finance/) as platforms that turn recurring payments into "streams".

Ethereum Foundation removes their canary
The "bigger"/more extensive website is ethereum.org (https://github.com/ethereum/ethereum-org-website), guess people aren't as interested in the foundation as they are in the project itself. I think that's pretty standard in the cryptocurrency scene.
