What a cool project idea! Owncast would be a great solution for you from the broadcasting end, and I'd be happy to answer any questions you have about it. I want to have to have a watch party using my media server with someone from another country
I personally use neko-rooms with my friends for this purpose. Just let's all share a browser in a browser with plenty of options (Firefox, Chromium, Brave, etc.). You can also just use standard neko if you don't need multiple rooms.
