BTW there is an awesome utility for KDE called plasma-pstate, which I am using to achieve the same improvements under Ubuntu. This is what gave me the idea to research a way to control the max CPU freq under Windows in the first place.

Is there a widget that will allow me to play with my CPU cores and speeds?
There is (plasma-pstate)[https://github.com/frankenfruity/plasma-pstate], as it name suggests is more oriented towards Intel CPU/GPUs, it's a bit buggy and doesn't seem to be maintained anymore but works, the person that continued it a year ago added core control in the development branch but never merge it.
