Google has a lot of sample projects that you can play around with/start with. For example, this is a link to sample Apps based on Python from Google. They also have similar links for other languages - PHP, NodeJS.

You have the capability to include a php.ini file in your function payload.

There is no way to ensure that you only spend up to your free limit. Google (and AWS, and Azure) will allow you to spend as much as you're able to scale. See this guide for more information.

Budgets do not prevent overspend on public clouds, including Google Cloud. Please read through this document before you proceed so you don't end up with a huge bill. Make sure you read the official documentation very carefully as well, and do not make assumptions about how billing works.
