Today seven teams from the Polkadot ecosystem announced the formation of the Polkadot Alliance, an on-chain collective that establishes and upholds a set of ethics for the community to follow.
It's similar to the polkadot-js phishing list - I certainly CAN visit these websites or send my DOT to a known scammer, since Polkadot is permissionless. But the Polkadot-JS Extension also can read this list, and if it finds the site that I am visiting is on it, block the site.

I’ve just received this twitter notification. It looks like a scam.
If you see a scam site, you can also add it. I have added this one in this PR: https://github.com/polkadot-js/phishing/pull/1035

Polkadot Digest 16 Aug 2021
Not only that but any link added to https://github.com/polkadot-js/phishing will also be added to the blacklist here on Reddit. Which makes it harder for scammers to target us.

I Was Watching Gavin Wood Live Stream Talking
When you find such scams, please report the website and address in an issue on https://github.com/polkadot-js/phishing/issues so that we can add them to the scam list, and prevent other users from being a victim.

sign a message with a ledger?
You would need to ask Ledger to support this functionality. Not sure if this was you who just asked on the Polkadot-JS Apps repo, but this is a Ledger issue, not Polkadot-JS. https://github.com/polkadot-js/api/issues/5522

Can you build commercial, independent apps with Polkadot API and profit from them?
I'm not sure what you mean by "Polkadot API", if you are referring this : https://github.com/polkadot-js/api Then, their license contains the information you need to know (https://github.com/polkadot-js/api/blob/master/LICENSE).

Query Polkadot by address?
Sidecar and running your own node are probably your best bet. Or you can interact via the Polkadot API - https://github.com/polkadot-js/api

The staking on the DOT ecosystem and the wallet apps are painfully slow
KSM is (very) young and UX is probably not a priority. I'm pretty sure it is an API issue, not a strict UX one. You have more chance to get an answer by raising an issue here or here.
