I don't think this can be done natively, although there's a feature request for this since June. However I found this plugin that says it supports resizing.

https://github.com/MSzturc/obsidian-better-pdf-plugin - allows you to embed an arbitrary clipping from a pdf, but you have to define the rect coordinates manually which tedious.
