    I haven't used it but osm atlas looks like something that would be useful to you https://github.com/osmlab/atlas it looks like it would allow you to load data into spark directly from pbf files and query the data (so it could even take care of point 2).

    This year we had a GSOC student.work on a campanion evaluator to https://github.com/simonpoole/OpeningHoursParser (which BTW.is plenty fast enough, not quite sure while you felt the need to do something new), it hadn't been integrated in to anything yet, but I'll be working on that sometime this.month.
