best pdf library to use in 2023?
I would suggest Open HTML to PDF, which is a high-level library to build PDF using HTML strings, so you don't have to learn new complex APIs (assuming you already know HTML and CSS).

How do you generate PDF reports from HTML?
If you want to generate accessible PDF/UA compliant PDFs, I find https://github.com/danfickle/openhtmltopdf to be the only solution.

Is Jasper still the best Report Engine?
There is also https://github.com/danfickle/openhtmltopdf/ , which is a fork of flying saucer which has more features and is more actively developed :)

Implementing Approval Tests For PDF Document Generation
The PdfFileApprover class provides the core implementation for supporting PDF documents. Most of the code is quite similar to the FileApprover class of the Approval Test library. However, the approvePdfFile method is the most important part. This method expects two arguments; the received PDF file and the approved PDF file. The purpose of the approvePdfFile method is to compare both incoming PDF files. For doing the actual comparison we make use of the PDFCompare library.
