Yes, you can use Nyxt as a GUI for your CL app. In fact, I often use it like that, as in my objdump mode prototype.

Is there an easy way to use a base16 theme in Nyxt? How should I map the colour palette?
If it's 2.*, you'd have to configure the theme chaotically for different classes, like in this (somewhat dated) blogpost and my old config. It's basically trial and error there.
