How would I tell the lsp to allow code actions as long as I am on the line?
Not sure what you mean but if it's about an indicator that there's a code action available in this line you could give kosayoda/nvim-lightbulb a try ...

Hello everyone, I've install nvim lsp-config, pylsp and pyright, but I don't know how to enable code actions for it.
Bind something (e.g., ca) to lua vim.lsp.buf.code_action(). Otherwise, https://github.com/kosayoda/nvim-lightbulb could be useful as well.

what are the most underrated plugins in your view?
kosayoda/nvim-lightbulb: it helps me a lot with "discoverability" of available actions. Without a visual cue I end up doing too much trial and error to see if some action can be done.

[Question] Is there something one can do with the lsp when there is 'fix available'?
It means there's a code action. You might want to look at https://github.com/kosayoda/nvim-lightbulb/, which shown an icon whenever there are actions for the current cursor position (even if there's no diagnostic).

Maybe you are having codeaction listener setup (like nvim-lightbulb) + language servers for formatting/linting only (like efm, diagnosticls or null-ls)

you can use nvim then, it has shellcheck for diagnostics and formatting, like in vscode :)

Linting/formatting and LSP
I use a lot of different languages generally and I'm running into issues around formatting. Is there any standard way to use LSP formatting by default and otherwise fallback to specific linter/formatting programs? I believe null-ls is the normal way of dealing with this, but since it's been archived, I'd rather not rely on it.

How to setup efm-langserver for pint formatter?
I've been using pint for formatting php files with null-ls.nvim. Few days ago null-ls.nvim has announced that the plugin will be archived in few months so I started migrating all my formatters and linter from null-ls to efm-langserver. I got other things such as prettier, black, isort, mypy, etc. working but can't get pint to work with php files: If I run pint via efm-langserver, everything is deleted from the buffer, and the saved file is formatted separately. How do I setup efm-langserver correctly to work with pint? There is a good answer. I think you know lua and neovim config enough to pick things that you need. If you need a short answer, null-ls is the way.
