    If you're using a WM, you'll have to basically setup userland stuff yourself. My setup is completely automated and I can change the theme of all my applications in an instance using a single keybinding which allows me to choose one of out of hundreds of base 16 themes and then hot reloads all my applications. Obviously, this requires some research and you'll only be able to build this kind of setup making minor changes over a long time period.     The main advantage with Lua is that it makes extending neovim yourself extremely easy instead of relying on plugins written by someone else. Take for example the vim-scrolloff-fraction plugin you mentioned. I was able to figure out how to implement it myself in under 10 minutes after looking up the relevant API functions.
