What is to go-to environment on Windows for Common LISP development?
Neovim works just fine. I use Neoterm to send-to-repl, here's what my config looks like. Your other options include vlime and slimv. I switched to neoterm because it's simple, explicit, and doesn't create unpredictable windows. Works for any other language just as well.

The tools for common lisp make it very hard to get converts
After making this post, I came across another Common Lisp distribution called CORMAN LISP . It is a Windows-only CL distribution that comes prepackaged with a CL wrapper for the Win32 API, meaning you can write GUIs directly in CL. It also comes with its own IDE that is not Emacs.
What are some alternatives?
When comparing dotfiles and cormanlisp you can also consider the following projects:

common-lisp-jupyter - A Common Lisp kernel for Jupyter along with a library for building Jupyter kernels.
neoterm - Wrapper of some vim/neovim's :terminal functions.
vlime - A Common Lisp dev environment for Vim (and Neovim)
slimv - Official mirror of Slimv versions released on vim.org
atom - :atom: Community build of the hackable text editor
SLIMA - Superior Lisp Interactive Mode for Pulsar
ccl - Clozure Common Lisp
clog - CLOG - The Common Lisp Omnificent GUI
kandria - A post-apocalyptic actionRPG. Now on Steam!
