Restart Steam client using Steam itself
All you can do is make the external Script to restart (Google it) and link the script into Steam client Menus as shown in https://github.com/minischetti/metro-for-steam/blob/master/resource/menus/steam.menu that will be accessible via Top-Left Menu Button.

Steam skins doens't show in new UI
But, there are non-Official skins as told in https://github.com/AikoMidori/steam-library which may or mayn't extend to this updated UI so try to follow them to see how it goes.

Are steam skins dead?
Not dead but not as effective as they were before either because Valve crippled much of skinning after they embraced the ReactJS into everything you see on Steam. Steam skinning works on Steam.exe (old routines) so currently it only skins the outer layers of dialogs as Metro still works (with patch) well enough. Unofficial skinning works on Steam.HTML (no such file, ReactJS) after patching & while allows much more customization, it's also breaking after each Steam update (real ones, not start saying updating).

How to get Steam skins to cover whole library and not just the top of the UI?
Another way, which also allows skinning the friends list, is to use a tool that I created called SFP (https://github.com/PhantomGamers/SFP). A popular library skin that can be used with SFP is Shiina's library skin available here: https://github.com/AikoMidori/steam-library

Does steam actually have themes?
There are Unofficial GitHub (virus free) user made patches that allows ultimate skinning on Steam library but it's high maintenance as Steam wipes all customization in each update. Start here and read and watch all the necessary information as I provided info as is, no guarantees (depends on your know-how)...
