Thumbnail preview is not implemented in Matroska, but there is a ticket.

That being said, 0xbf is not a valid Matroska element ID according to the current Matroska specs (there would have to be an XML element with an id="0xbf" attribute in the linked specs file).

Linking video/audio/subtitle tracks
Personally I don't care about this type of feature. I'm not motivated to spend my time going through the whole process. If no one else is either, including the people who actually do care about it, it will not happen. Note that you (the general you, not you-the-person in particular) don't have to be a coder at all in order to participate in the more important part of the whole process, the specs work. You could start that work today, describe what your use cases are on the CELLAR's Matroska specs issue tracker, come up with ideas how to implement it from the format's perspective (again, no coding required here).
