Once everything is installed on the HPC cluster and the Jupyter environment is accessible from a given URL (e.g.: jupyter.hpc.nih.gov), the operating system of the machine that is connecting to that URL does not matter. If they wanted to run everything in a container on their HPC cluster (not likely based on the OP's question, but just in case), they can use one of the example Dockerfiles in this repository as a starting point.
