I am using https://github.com/lyokha/vim-xkbswitch. See help for detail. It is a very useful tool. In Normal or Visual mode, always English.

Personally, I find the vim-xkbswitch plugin very helpful. Basically, it switches keyboard layout in insert mode, just as you suggested. You can configure it to use custom method to switch layout so it turns caps on/off instead.
