foxwq reverse engineering and open client
For the UI it could be an idea to take an existing open source project and patch the Fox communication in. E.g., shinkgs or Lizzie, just an idea.

The blue recommended move was there like most the game screaming at me for not playing it. This doesn't look that big though? Why would this be significant?
This Go program is called Lizzie https://github.com/featurecat/lizzie/releases/tag/0.7.4

Why does Leela prefer F17 over any other approach to the upper left 4-4 stone? What move would you play in this position and why?
The best part is this program is completely free for download here

AI Review Tools
https://github.com/featurecat/lizzie/releases/ This is the one. IMO works just fine.

Dragon Go Server
I use Leela with the Lizzie frontend [0]. Leela is just the "engine" and Lizzie, the gui, does make it shine. It does pretty well on my end with a budget GPU and midrange CPU. Strongly recommend playing against it and using it to analyze games.

From a quick look at the list, it seems most of these are open-source go programs; you could check out things like KaTrain/lizzie/etc.

Why does lizzy prefer the solid connection over the 1st line block, and why are the predicted continuations so different when the two moves are so similar? Is one more likely to ko or something?
Lizzie isn't making the move suggestions -- it's just a UI. (There's also an updated version w/ some bug fixes.)

Can someone tell me why Lizzie recommends moves on top of stones already placed? Under the green recommendation is a black stone already...
Lizzie hasn’t been updated in 2 years. There’s a fork available which fixed the handicap bug you’re seeing.

AI Review Tools
I switched to an actively-maintained Lizzie fork. The official Lizzie hasn't had any commits or releases in over a year, and bugs are piling up -- for example, handicap games don't work.

Help with Lizzie please 13x13
I only play 19x19, so don't know about your specific issue, but in addition to trying KataGo, might be worth trying Lizzie-improved. It packages up Lizzie changes that haven't been released yet (last Lizzie jar release was a year ago), plus maybe other changes. I tried it out when I played my 1st handicap game in forever and realized Lizzie was bugged for handicap games; Lizzie-improved works fine.
