Yes, you can use libsu's bound services (root only, no app or module needed) or Shizuku (non-root; limited access, or full access via the Sui module) to get access to many of the APIs. You will need to use reflection or hidden API stubs though.

Is it possible to use Shizuku to replace general "su" commands, and still have them being run fine even on non-rooted devices?
For example, here's a simple su command that uses the libsu library (here) to list the files of a given path, even if it's a protected path:
