Can't find F13-24 labels
You can create F13-F24 purely in software with key mapping tools. On Windows, one way is with the PowerToys Keyboard Manager: remap some unimportant keys to F13, F14, etc. Another way is with KMonad (cross platform), and define the keymap with KeyF13, KeyF14, etc.

ELI5 hold-preferred, balanced, tap-preferred or tap-unless-interrupted for layer toggle and home row mods?
Sounds like a nice project! Also consider using the record mode of 𝑥MK for this.

𝑥MK: Use programmable keyboard firmware with any keyboard.
It works in a VM on Windows, with usbip for communication. See https://github.com/manna-harbour/xmk/discussions/4. That might also be possible on macOS, see this comment.
