ipywidgets VS Tornado

Ipywidgets also known as jupyter-widgets or simple widgets, are interactive HTML widgets for Jupyter notebooks and the IPython kernel. Notebooks come alive when interactive widgets are used. Users gain control of their data and can visualize changes in the data.

I am not expert in these but I thought Tornado's ioloop was readable enough for me to learn more event loops. Mostly, it was being implemented in pure Python.

I am a bit confused, Tornado is web server like a apache http server, or a framework like django, or both?
