An other way to know the IP-address is through scanning the network. This is somewhat easy to do but you will need to know the MAC-address if the hostname is not show. You can achieve this with a program like Angry IP Scanner or with a plane old Nmap.

But if you want a permanent fix listen to everyone else and apply the QOS settings for rate limiting on p2p and torrent downloads. In addition to that you can also create rules based on time of day when to allow downloads and when to disable them.

PHPIPAM does that, plus hardware inventory and racks (you assign the IP to a pice of hardware then put it on a rack and get rack diagram). It does also vLANs, VRF, circuits...

Because the IP address are part of the programming for our room control systems(Crestron mainly) if the address changes then we lose control of that piece of equipment. Can phpipam.net be run locally or does it need it's own server? I don't know how much our networking team will be willing to get involved.
