Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

I think you’re looking for community mesh networks.

People have tried, but they’re hard — and TLAs tend to show up. (At least from stories I heard; before my time.)

But they’re doing a crypto one too — maybe that’ll work better.

Quantum computing and blockchain - which projects are at the forefront?
Practical implementation requires addressing challenges in scalability, error correction, and the development of quantum-resistant protocols. Collaborative efforts among researchers and industry experts are crucial to harnessing the full potential of quantum computing in network and communication technologies. In my research, I found projects like Helium, Weaver Labs, IOTA, Streamr Network at the forefront of this movement. With technological advancements, it will be interesting to see which one of them will rise as a dominant factor in the blockchain space when it comes to network coverage and communications.

The State Machine: The Keynote at Breakpoint 2023
The switch of Helium from its own blockchain to Solana in 2022 was so smooth that, as Noah Prince, Head of Protocol Engineering at Helium, put it: “you didn't hear about it because nothing happened.” This migration exemplifies the "Only possible on Solana" hallmark, showcasing the network's capacity for seamless integration and robust support for decentralized systems like DePIN. This move enabled user-hosted wireless networks to thrive, offering economical solutions while leveraging Solana's low-latency, high-throughput capabilities.

The Universal Data License Explained
The metadata in question is called “tags” on the Arweave blockchain. Tags are a list of keys and values you can add to your transactions to give the reader of that transaction additional information about it. They aren’t pre-defined by the protocol; you can add custom tags. But there are several specifications that try to standardize common tags.

Publishers Carpet-Bomb IPFS Gateway Operators with DMCA Notices
IPFS isn't the right use case for a dropbox clone. It behaves like a CDN with no persistence guarantees.
Arweave is better suited to archival storage. There are options for participants to ban particular types of content which may be illegal to host in their jurisdiction. This was designed to prevent the spread of CP, terrorism related info, etc. but that means it is also susceptible to DCMA issues too.
