hibernate-validator VS validation

Why not use some tool like https://hibernate.org/validator/ ?

Without attempting to define 'right mind', Hibernate validator uses regex based email validation.

Our microservice accept http requests: For swagger used Swagger OpenAPI 3. Have you never used the Servlet API? JPA? Those validation annotations from the javax.validation package? JAX-RS to define REST Endpoints? CDI for dependency injection?
