I think if you want to do it properly you'd have to use Grammatical Framework, which would also enable you to freely transform the code from English to Swahili as well as more ordinary syntax while preserving semantics 110%.

Which models are best for template based text generation
Template-based text generation in practice does not involve models or neural networks at all, it's usually rule based either with code directly or some generic templating language ones used for e.g. web page generation; or various approaches for CNL (controlled natural language), e.g. http://www.grammaticalframework.org/ comes to mind as a tool used in some practical commercial applications.
