Well if you really want to go fully free, then use software like CSGOSL to host server, and then install Get5 plugin to handle matches.

Can you add arguments when you exec a cfg file?
if you're using get5 (which is easiest for 5v5 hosting by yourself) you can enable the GOTV bot that records demos of the most recent match and puts it into a folder on your server if you are running a dedicated server

CSGO Multi-server requirements
Dont know about what server requirement you need, but for the server mod you should use get5 instad of eBot, eBot isnt maintained and get5 has a lot of customization and you can use their web panel for the match setups or just make JSON files for the matches and load them for every match.

Server-Side Anti-Cheat - By SSAC, I'm referring to systems similar to SMAC, LilAC, or StAC, all of which are relatively popular anti-cheats used by almost all community servers, including my own. While extremely effective in almost all cases, they have one massive downside: While they can be 99.999% accurate, they are not and can never be 100% accurate. Laggy players may appear to be cheating if their aim happens to jump onto another player. The most common method of combating this issue is to wait and see if this happens repeatedly before taking action. They're also pretty easy to evade if you happen to know how long it takes for a detection to expire and the sensitivity of the anti-cheat, but that's a whole different deal.
