I’ve had quick success with https://www.geodesk.com, for example looking at all different maxspeed tags in Switzerland. Maybe that’s something to consider for your case.

The difference to the US is that in Germany almost all residential areas were already mapped as landuse=residential. In a project before the buildings, I used high-resolution Census data to identify areas where people live which were not yet mapped in OSM: https://github.com/hfs/unmapped-census
