There are about two dozen Ethereum layer 2 scalability projects under development. All but two of the projects on this list are Ethereum-based: https://github.com/Awesome-Layer-2/awesome-layer-2. And some of these have launched, like https://loopring.io, which uses a zkRollup to allow for zero-fee L2 Ethereum transactions with 100% of the security guarantees of Ethereum mainnet.
