Another option is to use a PHP library like Crunz. You set one single job that runs every minute, and you do the heavy lifting in PHP.

Jokes aside, there seem to be cron for Windows (Cygwin package cron) but I've never used it. Since you are posting in a PHP forum, an alternative might be something like crunz, but this library merely outsources the heavy lifting to PHP, you still need to set up a scheduler.
