is there a plugin like nvim-lspconfig but for dap adapters?
There was also https://github.com/Pocco81/dap-buddy.nvim, but it's broken since some point and no longer maintained
-
Use a plug-in while contributing to it
Not a packer based solution, but you could also add something like this Makefile to set the runtime path at the plug-in's git root. This way you could just run make and test your plugin easily.

DAPInstall update overhaul
See https://github.com/Pocco81/dap-buddy.nvim/issues/71. The migration is uncomplete but the author didn't use a dev branch or something, so I'd recommend you pin at 24923c3 which is the latest version before the unexpected change.

Debugging my init.lua config (?)
I've been trying to configure DAP to debug my neovim config, but my breakpoints aren't binding. I'm using the configuration from LazyVim as inspiration (I have my own config so I'm adapting it) and I'm following the instructions from osv, but after starting the server I can't hit my breakpoints.

Is it possible to DAP debug the init.lua of another Neovim instance
You're probably looking for this, though I haven't successfully used this plugin myself. The setup (as you described) is a bit convoluted so I've been dealing with other methods of debugging (print statements ftw)
- NeoVim now supports true threads via libuv

Huge thanks to the author, jbyuki, for taking the time to test my problem and show the debugger definitely works. This is the issue thread on github where he includes the config that definitely works: https://github.com/jbyuki/one-small-step-for-vimkind/issues/7
