Regarding the old release: The README of the current version states that the library has been split into older libraries, so if you control the imports in the source code, you could use a newer version. That does not change the module problem however.

Find the center of an off shape Circle
Use a circle fitting algorithm, dump your points in it and get the residuals for your points. Civil3D and 12D have this capability built in but if you want a free option you could try the shape fitting module in this freeware https://github.com/applied-geodesy/jag3d/releases/tag/v20220126
