HFM vs HPM vs GFM mods
There's also ccHFM which I would recommend instead of the normal HFM since it does fix some leftover bugs and shortcomings of the original mod.

Is there anyway to speed up Victoria 2 HFM?
You can try ccHFM. "Bug fixes: the four most infamous decisions responsible for bringing down the performance of the game have been corrected" https://github.com/moretrim/ccHFM/releases If that doesn't help then basically nothing can be done. Game is very old and not optimized.
