What would the steam store look like if you bought every game?
No one has done this before. per https://steam.seewang.me/ It would cost between ~$550K-$816K to buy every game on Steam. The store page would be the same, just every game would have 'In Library' attached to it, except for whatever new released released that day that you haven't bought yet.

What would be the file size to download All steam games
Your first hurdle would be affording all the games in the first place. Which according to here, it'll be over $750K-850K to do that. Then you can drop another dozen of thousand on some enterprise level storage array (VNX, Isilon, DataDomain) and you'll be good to go.

Is a Laravel backend a good choice.
I've built an open-source PBBG on top of Laravel for approx 7 years before stepping down as project lead and handing it to the awesome people that run it to this day. The code is far from perfect, and in hindsight I have made some questionable architectural decisions that I would probably not repeat again if I had to choose today.
