re cl-advice: your implementation is a hook mechanism no? Because it doesn't allow to advice any existing function (AFAIK). For this, did you see https://github.com/lisp-mirror/budden-tools/blob/213ab2b52a1b0c0b496efd30c3b5143f5c8e1ff2/cl-advice/README.md ? It uses implementations internals (as LispWorks and CCL do have advices). I don't know if it's usable.
