BLE Windows 10 Plugin - Java Native Interface or Existing Library?
Are there any Java BLE libraries which are compatible with Windows 10? All I have found so far is sputnikdev bluetooth-manager although it has been 4 years since the last update and I'm not able to install using maven.
- What Java library would you use to make a Windows application that scans for Bluetooth devices and prints the list onto a console?

Java Bluetooth Low Energy API?
At the moment I did find the following github project which might (I have not tested it) support BLE devices.

Bluetooth Library Implementation in Java
Hello, I am trying to implement Bluetooth in some project (is a Desktop Project, NOT Android), to control a robotic window cleaner, after some reverse engineering I managed to get hardware info, control addresses, and byte data to start moving it using bluetooth, and after searching thousands of places, I just found outdated, overcomplicated, non-working, information, stuff from 2003, 2006, etc. I tried libraries such as bluetooth-manager and BlueCove, but using them in Java 17, to be honest, is just useless (They don't work anyways, or maybe I am too stupid). If someone could share, tell me, or where to search information, I'll be very greatful, because I searched hundreds of repos, and mostly all of them are not finished, or only for specific Android purposes. Thanks to anyone that answer

Android Java Find and Show a List of BLE Devices
Check out Blessed: https://github.com/weliem/blessed-android It's a library for Bluetooth Low Energy devices. I use this library for almost a year within a production app that connects with ble devices and controls them.

At a BLE / Android "learning" crossroads.
To write the Android app to do all the BLE stuff, suggest using a third-party library that hides a lot of the gory details. If doing Kotlin, something like https://github.com/JuulLabs/kable or in Java https://github.com/weliem/blessed-android.

Bluetooth LE for modern Android Development - part 1
If you want a tipicall callback communication, use Blessed: https://github.com/weliem/blessed-android an awesome and totally underappreciated Ble Android library. This thing is like the "Glide" or "Retrofit" for Bluetooth. It tries to mimic the iOS dumbified BLE approach, and embeds all the quirks and workarounds for different Android versions and hardware implementations.
