Spam Help
I’d bet they’re behind a VPN and are requesting a new IP adapter each transaction. I’ve written an add-on to WooCommerce Conditional Shipping and Payments that checks is the IP on a VPN then allows hiding a payment gateway if they are. I’m on mobile now but I can upload it to GitHub if that’s a route you want to take. (It’s a few commits ahead of: https://github.com/BrianHenryIE/bh-wc-csp-condition-ip-address ).
