Is it possible to simply compile an open source app for Android that was developed for GNU/Linux as they are both based on the Linux kernel? Does it just depend on the app's libraries and dependencies, or does an app have to be build from the ground up specifically for Android?

However when it comes to other applications, e.g. using GTK, you have to use X11 protocol server, either directly rendering to screen (like https://github.com/pelya/xserver-xsdl) or network-based, e.g. Xvnc from tigervnc package - will require VNC viewer. There no way to output X11 graphics directly to Android OS, you will need a some middleware like mentioned XSDL or VNC viewer for that.

OpenGL is not activated when launching Xubuntu with xSDL in Termux.
Expected. xSDL can't render GL(ES); https://github.com/pelya/xserver-xsdl/issues/45 (no glshim).
