Mica effect has already been added to Chrome Canary's titlebar.

Making New Tab Page like chrome
The one that you mentioned is still available for download. And the author stated that: Old projects I no longer maintain/update. Feel free to download and repurpose these as you please! So you can download it and check if it still works, or at least see what and how he did..
