Mod won’t start
Have you enabled Warcraft: Guardians of Azeroth in the launcher? You could try to redownload it from Github, Steam may break sometimes.

Is there a way to only set it so first responders spawn? Not FBI/SWAT units?
Install BeardLib Editor (https://github.com/Luffyyy/BeardLib-Editor) and everything else needed in case you didn't mod your game before. Watch through the tutorials and start creating your own heist.
