I don't think anything exactly like you want exists. The closest I can think of are private Bittorrent trackers. A popular open source implementation would be e.g. UNIT3D.

I did not want to attribute to malice what could just be ignorance or ineptitude. The only justifiable situation I can think of for limiting the characters is when working with legacy code. ReelFlix is based on the UNIT3D codebase which is regularly maintained. Your comment made me curious so I decided to dig into its code. It appears here that it offers two hashing algorithms for passwords: bcrypt and Argon2. So there's no real need of a character limit, and I wonder why they implemented it.

Your web browser using the VPN connection does not always imply that your torrent client does, so I recommend not testing your connection using only your browser. There are services to test your torrent client as well, e.g. ipleak (-> torrent address detection) or torguard. You get a torrent file, but when connecting all you receive is an server side error containing your IP address. You can actually set up your own server using this project.
