The sky color in TFC (1.18) is controlled by a colormap which is applied based on the current temperature and rainfall of a given area. We do not use the vanilla fields for a single color per biome as they are not detailed enough.

I don't think that any newer versions of Forestry are stable enough yet for people to even think about porting something like Binnie's mods. I do see 2 forks that have been touched in the last 3 months, but one is for 1.12, and the other is for GTNH (1.7.10).
