What is your opinion about SlimeWorldManager ?
However, if it's a public plugin, you should keep in mind that users would need to do extra setup to get your plugin to work because SWM needs to inject its own code into server classes. It also does take a really long time to update to new Minecraft versions sometimes. The latest stable version still doesn't support 1.19 at all, although it does on a separate Git branch of Advanced SlimeWorldManager if you compile it yourself.

If you want to run Bukkit plugins with Forge, there's a few options. Mhoist, Magma and Arclight all achieve the same goal of running Bukkit plugins with Forge. Mhoist and Magma have both existed longer than Arclight, however Arclight uses mixins, which can improve compatibility.

Arclight is probably your best option for 1.19; However, as with every mod and plugin hybrid ever, there probably will be issues.

I wouldn't recommend hybrid servers since they tend to break a lot of stuff but if you really want to you could try Arclight

What is better for an server for Plugins+Mods
Magma and Sponge are both reliable. If you need 1.14+ I would also chuck Arclight's hat into the mix. This can be found here: https://github.com/IzzelAliz/Arclight

Spigot/forge or spigot/fabric hybrid
It is not recommended to run hybrid servers. It can cause some problems with plugins/mods. You can try Arclight or Magma.

How can i have a forge server with plugins? I used to use the sponge way but now spongeforge doesnt support any plugins as it seems while spongevanilla supports them
I personally use Arclight found here: https://github.com/IzzelAliz/Arclight You might need to find older builds for specific forge versions if you need them.
