Romania Game Suddenly Ending?
If you didn't lose enough core land to capitulate that seems like a bug. If you were not playing with any mods that aren't included in the Kaiserreich Collection, I'd recommend that you report that as a bug on the mod's Github page.

It's 1938 and Germany suddenly left the Reichspakt. Now SocLib Serbia is the faction leader with PatAut Netherlands being the only member.
This is definitely a bug, if you can please report it on the mod's Github page, ideally with the savefile in a zip.

How do I join the reichspakt as Austria?
I don't see anything about that in the recent changelogs, so it might be a bug. You might want to report it on the mod's Github page just to be sure.

Did the new 0.24 update forgot to turn off the “assume faction leadership” function?
Yeah, that part I would probably still report as a bug on the mod's Github page if I were you, it doesn't seem intentional even if it was funny 😄
