This Transparency Project Is Creating a Massive Collection of Police Data - started on Reddit
I found the other github you probably saw at https://github.com/Police-Data-Accessibility-Project/Police-Data-Accessibility-Project with some meeting minutes that just go over some very basic scope stuff. There was also one for a meeting on 5/31/2020 where the team members introduce themselves and state their experience. Many of them do have a lot of software dev experience, which is great for a project like this, but if that's the case why have they not written more than a half dozen shitty scrapers in 10 months? Again this just feels like fluff.

Something I think you'll really appreciate is that they have an application with a complete API Spec so you can scrape data any way you like and import it into the application as long as you follow the API spec: https://github.com/opendatapolicing/opendatapolicing/blob/main/src/main/resources/openapi3-enUS.yaml
