You can use valet on Windows using https://github.com/cretueusebiu/valet-windows. I am using both (Mac / Windows) and they work.

I use https://github.com/cretueusebiu/valet-windows for creating my environments, provides quick ssl support and a domain like app.test. It's actually a mac based system, but was ported to windows and linux. It's very very handy for development work.
